ANALYSIS OF ORGANIZATIONAL RESOURCES FOR THE DEVELOPMENT OF THE SPHERE OF PHYSICAL CULTURE AND SPORTS IN THE ODESA REGION

Abstract

The article summarizes the idea of organizational resources for the development of the sphere of physical culture and sports, as well as the resource potential of development. An analysis of resource support for the development of the sphere of physical culture and sports at the regional level was carried out. It has been established that the modern trend is the transition from special management technologies to complex self-reproducing ones. The purpose of the study is to analyze the resource potential for the development of the sphere of physical culture and sports at the regional level (using the example of the Odesa region). Research methods. The theoretical and methodological basis of the research consists of the fundamental provisions of the theory of public administration, public management aspects of the sphere of physical culture and sports at the regional level using analysis of literary sources, analysis of documents (report 2-FC, analytical note “On the state of implementation at the regional level of state policy on physical culture and sports in the Odesa region” (2023), development strategy of the Odesa region for the period 2021–2027, regional comprehensive program for the development of physical culture and sports in the Odesa region for 2022–2024); systematic approach; system analysis; organizational analysis; organizational diagnosis. The selection of methods is due to the complexity of the researched phenomenon and the nature of the tasks to be performed (analysis and design of optimization processes of the management system at the level of territorial communities). According to the results of the organizational analysis and organizational diagnosis, we identified organizational reserves for the development of the sphere of physical culture and sports in the Odesa region. Research results. Priority directions for the development of the sphere of physical culture and sports in the Odesa region have been identified. An approach has been proposed to optimize the management of the development of the sphere of physical culture and sports at the regional level through the use of complex technology for managing resource potential, as a set of targeted, hierarchically ordered, coordinated in time and resources, rational management procedures corresponding to the state of the external and internal environment of physical culture and sports organizations and are implemented within the framework of a set of management functions through the use of specific tools and methods.
